state is taking an interesting approach to setting up a health insurance
exchange and is asking consumers to help design it by giving their personal
opinions online. Oregon has set up a feedback loop to see what residents are
looking for in an exchange.

There are only a few guidelines set in place for
the exchanges from health reform legislation and certain levels of coverage and
affordability that must be met. Also small businesses and individuals who are
eligible for tax credits must purchase insurance through the exchanges.

States have until 2014 to establish the exchanges,
which is only one element that Oregon is considering. The Oregon Live reports
that Oregon officials are discussing whether the exchange should be live before
the deadline among many other things.  

The Oregon Health Authority spokeswoman Alissa
Robbins said, “Should we keep it simpler or is more choice better? If we
should set boundaries, what should the board consider? Those are some of the
main questions.”

Right now there are 57 insurance companies in the Oregon
health insurance market. Companies offer a wide assortment of policies
and up to 15 and more plans to choose from.

Residents in Oregon will not only be able to give
their feedback online but can also attend public meetings on the exchanges.

Hopefully other states will follow Oregon’s lead is
setting up a consumer-driven exchange.
